Hsi-Wen Wu

Hsi-Wen Wu is currently the Deputy Director-General of the Department of Long-Term Care at the Ministry of Health and Welfare (MOHW), Taiwan, a position held since January 2022. With a dedicated career in public health and long-term care policy, she has been actively involved in driving national long-term care initiatives since January 2017. In the current leadership role, she oversees the development, implementation, and regulatory frameworks of the Long-Term Care Services Act. Core responsibilities include supervising long-term care institution management, designing community-based integrated care delivery systems, formulating national dementia prevention and care strategies, and managing long-term care workforce policies.

Prior to the current role, Hsi-Wen Wu accumulated extensive administrative and clinical experience across various public health sectors. From 2009 to 2015, she served at the Taiwan Food and Drug Administration (TFDA), holding Section Chief positions in the Division of Food Safety and the Division of Food Labeling. During this tenure, she led key national policy initiatives, including the implementation of the food business registration system, the establishment of the food traceability system, the promotion of Good Hygiene Practices (GHP) for food manufacturers, and the enforcement of food labeling regulations.

Earlier in public administration, Hsi-Wen Wu served as Section Chief of the Health Promotion Division and the Disease Control Division at the Public Health Bureau of the Taoyuan City Government (2007–2009), directing local preventive healthcare and infectious disease control programs. She began her career in clinical leadership in 2005 as Director of the Occupational Therapy Department at MOHW Yuli Hospital, overseeing occupational therapy services and psychiatric rehabilitation for chronic mental health patients.

Hsi-Wen Wu holds a Ph.D. in Health Policy and Management and a Master of Science in Occupational Therapy, both from National Taiwan University (NTU). She is also a licensed Occupational Therapist, specializing in long-term care systems, public health policy, and occupational therapy.

Her outstanding contributions to public policy earned her top national honors in 2024, including both the Executive Yuan Model Civil Servant Award and the Ministry of Health and Welfare Model Civil Servant Award.
